The Training and Employment Development Division of the Texas
Department of Community Affairs is pleased to share with you this guide to
the State's Section 123 Programs. What began as a State initiative to more
effectively use Section 123 funds to meet the needs to "at-risk" youth and
"hard-to-serve" adults has been developed at the local level by Private
Industry Councils, Education Advisory Subcommittees, and JTPA and education
personnel into an exciting array of projects for these two target groups.
The purpose of this volume is to share with partners in Texas and other
states the progress made thus far as well as our thoughts on the future of
123 programs and their potential for improving overall performance in the
job training and education systems.
