dc.description.abstractIn January 1989, the Strategic Economic Policy Commission published A Strategic Economic Plan for Texas which was to "serve as a road map to help guide the legislative decisionmaking process for years to come." This plan calls for the accomplishment of the following four objectives: ▪ to develop a competitive business climate through a balanced set of fiscal, legal, and regulatory policies, including investments in infrastructure • to provide a well skilled, flexible, and internationally competitive workforce • to encourage innovation and entrepreneurism ▪ to market Texas aggressively The Legislature charged the Texas Department of Commerce with the responsibility to evaluate the State's enactment of the plan and to update the plan based on those results. As the strategic plan points out, follow-up actions are also critical to the plan's success.
